These efforts are based on five high-level concepts highlighting the value of data-driven approaches, inclusive cultures, and strong leadership commitment. Shipowners and operators are strongly encouraged to incorporate these concepts into their current policies or to develop new measures to combat harassment and bullying.

Companies are encouraged to identify what constitutes such behaviour, offering instances and distinguishing between other types of harassment, such as mental, physical, and sexual. This clarity is critical for developing a shared understanding and enabling successful prevention and response methods.
