U.S. Deploys Robotic Navy To Tackle Drug Smuggling Near Southern Border

The US Navy has reached an agreement with California-based company Saildrone to double the number of unmanned surface vehicles (USVs) patrolling the Eastern Pacific and the Caribbean.
This expansion is part of the mission, Operation Southern Spear, aimed to disrupt drug smuggling operations through maritime routes.
Under this agreement, 20 more Saildrone Voyager USVs will be deployed to support the Joint Interagency Task Force South (JIATF-S) and US Naval Forces Southern Command/US Fourth Fleet (NAVSOUTH/FOURTHFLT).
These high-endurance drones will monitor illegal activity along key drug transit corridors, providing intelligence to law enforcement agencies to intercept traffickers before they reach US waters.
Upon taking office, former President Trump declared a state of emergency at the US southern border to counter drug and human trafficking.
While Customs and Border Protection (CBP) fortified land entry points and expanded barriers, naval and coast guard forces increased maritime security operations. However, the sheer size of the ocean has made surveillance challenging.
Cartels exploit known gaps in maritime security, using speedboats and other vessels to transport drugs into the US. Saildrone’s USVs are designed to bridge this gap by providing persistent surveillance for months at a time without crew rotations or refuelling.
These vessels are equipped with advanced sensors, radar, and communication systems, allowing them to track suspicious boats and relay intelligence in near real-time to law enforcement agencies.

According to Commander Jon Williams, director of innovation at the US Fourth Fleet, this operation is part of the Navy’s Hybrid Fleet Campaign and Project 33, which aims to integrate robotic and autonomous systems (RAS) into naval operations.
He stated that the new fleet will continue to assess the full capabilities of RAS in combating illegal trafficking and improving maritime domain awareness.
Operation Southern Spear is an evolution of Operation Windward Stack, a previous initiative in which the Fourth Fleet used Saildrone data to track trafficking routes in the Caribbean. The mission, which lasted 1.5 years, shows that unmanned vessels operate at a fraction of the cost of a Navy or Coast Guard Ship.
The success of this mission has led to the large-scale deployment of ocean drones, allowing authorities to close surveillance gaps that cartels have repeatedly exploited.
According to Saildrone Founder and CEO Richard Jenkins, as security at land borders increases, criminals shift their activities to the sea. The presence of USVs acts as a deterrent, as traffickers now know that authorities are monitoring key smuggling routes around the clock.
Saildrone operates its fleet on a charter basis rather than selling the drones. The current contract covers 180 sailing days per vessel for a total of 3,600 sailing days across the fleet.
The exact patrol areas have not been disclosed, but the US Navy’s Fourth Fleet typically focuses on high-value cocaine smuggling routes near Columbia, Venezuela, and Ecuador, and migrant interdiction within the US Exclusive Economic Zone (EEZ).
There also has been an increase in drug smuggling and illegal fishing by the Gulf Cartel from Tamaulipas, Mexico, into the US EEZ. These activities have led to a stronger focus on surveillance closer to US waters.
JIATF-S is a multi-agency task force under the Department of Defense, involving the Navy, Coast Guard, CBP and 20 partner countries. Its mission is to counter narcotics trafficking, transnational crime, and security threats in the Caribbean, Central, and South America.
The deployment of Saildrone USVs offers a scalable, low-cost solution, allowing law enforcement agencies to focus on intercepting smugglers rather than conducting routine patrols.
