IMO 2024 Bravery At Sea Award Honors Crew Of Marlin Luanda & Pemex Maya For Their Heroism
The 2024 IMO Award for Exceptional Bravery at Sea will be given to two sets of nominees: the Captain and crew of the oil tanker Marlin Luanda for their heroic efforts in containing a fire caused by an anti-ship missile strike and the Captain and crew of the tugboat Pemex Maya, for rescuing six shipwrecked individuals during a hurricane.
Captain Avhilash Rawat and the crew of the Marlin Luanda, nominated by the Marshall Islands, are recognized for their extraordinary courage and determination.
On January 26, 2024, the Marlin Luanda, carrying 84,147 tons of Naphtha, was hit by a missile, causing a fire that the crew fought bravely for over 24 hours, with the help of other naval forces, before finally extinguishing it and preventing an environmental disaster.
Captain Jorge Fernando Galaviz Fuentes and the crew of the Pemex Maya, nominated by Mexico, are recognized for their exceptional seamanship and resolve.
On October 25, 2023, during Hurricane Otis, they rescued six stranded people from four vessels in extreme weather conditions, demonstrating exceptional bravery and skill.
Two individuals will receive certificates of commendation for their bravery, while 15 letters of commendation will be awarded.
An assessment panel assessed the nominees, and a Panel of judges selected them. The IMO Council adopted their recommendations during its 132nd session, which took place July 8-12, 2024.
Forty-one nominations were received from 15 member states and three non-governmental organizations.
Gabon’s Captain Jerôme Noël Mougoula Saguiliba and Lieutenant Crépin Manfoumbi Mengara will receive certificates for rescuing 150 passengers and crew members from the sinking ferry Esther Miracle. They demonstrated outstanding leadership and determination.
The letters of commendations will be issued to:
Captain Eduardo Mesquita Pedroso of the container ship Monte Sarmiento from Brazil,
Commander Yong Li of the rescue vessel Hai Xun 06838, Captain Hao Yang of the rescue helicopter B-7328 from China, and Captain Lingqi Zhang of the rescue vessel Donghaijiu 112, also from China.
France has nominated Captain Frédérick Caurant, Sub-Lieutenant Loïc Taillardat, Warrant Officer Sébastien Richard, and Warrant Officer Michaël Severino from Flotilla 32F’s helicopter detachment at Lanvéoc Naval Air Base.
India nominated Captain Brijesh Nambiar and his crew from the INS Visakhapatnam, while Panama nominated Captain Benito A. Lucio of the bulk carrier African Turaco.

Captain Lee Gil Un and the crew of the fishing vessel 1 SungBok, nominated by the Republic of Korea
Lieutenant Commander Subhasinghe Saia and the dive team of the SLNS Vijayabahu (P 627), Sri Lanka Navy, as nominated by Sri Lanka
The crew of the CGC Alex Haley (WMEC 39), United States Coast Guard, nominated by the USA,
BM2 Theodore Noah S. Kirkbridge, BM3 Christian V. Lorenzo, MK2 Anthony C. Mason, and BM3 Kaleiopio E. Guth, Coast Guard Station Maui, United States Coast Guard, nominated by the USA
Ms. Lashawna J. Garnier, Emma C. Nelson, and Christina A. Lovitt, co-captains of the small passenger vessel Expeditions’ dinghy, nominated by the United States.
BM2 Joshua A. Marzilli of Coast Guard Station Maui, United States Coast Guard, and Mr. Travis DeWater, a rescue swimmer aboard the small passenger vessel Trilogy II, nominated by the USA.
The awards ceremony will be held at IMO Headquarters in London on December 2, 2024, during the 109th session of the Maritime Security Committee.
The annual ceremony honors maritime workers’ extraordinary bravery and commitment to saving others and protecting the marine environment.
