United States Imposes Additional Sanctions And Export Controls On Russia In Coordination With International Partners

The United States will continue to take actions against Russia until it ends its brutal and illegal war against Ukraine. The United States is implementing commitments made at the G7 Leaders’ Summit to increase costs for Russia and those who support its war effort. Among others, these commitments include further disrupting Russia’s ability to source inputs for its war, closing evasion loopholes, further reducing reliance on Russian energy, squeezing Russia’s access to the international financial system, and keeping its sovereign assets immobilized.

As part of that continued effort, and working alongside our Allies and partners, the Department of State is today imposing sanctions on individuals and entities complicit in: sanctions evasion and circumvention; maintaining Russia’s capacity to wage its war of aggression; and supporting Russia’s future energy revenue sources.

Along with these actions, the Department is also designating several individuals and entities to further promote accountability of those supporting Russia’s war, including Russia-installed puppet occupation authorities, those involved in theft of Ukrainian grain, and in the systematic and unlawful transfer and/or deportation of Ukraine’s children. All targets are being designated pursuant to Executive Order (E.O.) 14024, which authorizes sanctions with respect to specified harmful foreign activities of the Government of the Russian Federation.

FUTURE ENERGY

The Department of State is designating 18 entities involved in expanding Russia’s future energy production and export capacity across a range of industries where Russia has strategic dependencies. Such industries include shipbuilding and ship repair, dredging, and the development of advanced geophysical exploration and engineering software.

In addition, the Department is designating entities and individuals involved in the development of future energy projects and associated infrastructure, such as the Port of Indiga, a flagship project in Russia’s Arctic territory. These designations are intended to degrade Russia’s future energy production and export capacity, while maintaining current energy supply to global markets.

The Department is targeting a significant, Russian state-owned dredging company. This designation is designed to disrupt Russia’s ability to source additional dredging units, and delay the completion of various planned port and waterway expansions:

  • Federal State Unitary Enterprise Hydrographic Company, a wholly owned Russian subsidiary of Rosatom and the owner and operator of one of the largest dredging fleets in Russia, is being designated pursuant to section 1(a)(i) for operating or having operated in the marine sector of the Russian Federation economy. Federal State Unitary Enterprise Hydrographic Company has provided dredging support for a number of major energy projects in Russia, to include the Vostok Oil Project.
    The following vessels are being identified as blocked property in which Federal State Unitary Enterprise Hydrographic Company has an interest:
  • IVAN KIREEV
  • ALEKSEY MARYSHEV
  • GRIGORIY MIKHEYEV
  • YURI BABAEV
    Pursuant to section 1(a)(i), the following entity is being designated for operating or having operated in the accounting sector of the Russian Federation economy:
  • Tagras Biznesservis Limited Liability Company is a Russian accounting company with one subsidiary that provides accounting services to Tagras Holding, a Russian oilfield services provider that offers specialized equipment and expertise for crude oil upstream operations.Pursuant to section 1(a)(vii), the following entity is being designated for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Tagras Biznesservis Limited Liability Company, an entity whose property and interests in property are blocked:
  • Fort Konsalting Limited Liability Company is the information technology, software, and personnel management division of Tagras Holding.
    The Department is designating multiple entities associated with geological exploration, seismology, oilfield services, and the development of advanced software in support of Russia’s exploration and future extraction of petroleum:
  • Limited Liability Company Rn-Bashnipineft (Bashnipineft) is a Russian software development subsidiary of Rosneft that develops engineering software for the oil industry. Bashnipineft is being designated pursuant to section 1(a)(i) for operating or having operated in the technology sector of the Russian Federation economy.
  • Public Joint Stock Company Samaraneftegeofizika (Samaraneftegeofizika) is a Russian oil exploration company specializing in geophysical testing and seismology for the discovery and planning for future well site operations. Samaraneftegeofizika is being designated pursuant to section 1(a)(i) for operating or having operated in the technology sector of the Russian Federation economy.
  • Yamalpromgeofizika Joint Stock Company (Yamalpromgeofizika) conducts geological exploration and geophysical and geochemical works in the field of subsoil research and the reproduction of mineral resources. Yamalpromgeofizika is being designated pursuant to section 1(a)(i) for operating or having operated in the metals and mining sector of the Russian Federation economy.
  • Joint Stock Company Inkomneft (Inkomneft) is a Russia-based company whose main activities are the provision of services for installation, repair, and dismantling of drilling rigs. Inkomneft is being designated pursuant to section 1(a)(i) for operating or having operated in the metals and mining sector of the Russian Federation economy.

The Department is designating a number of entities collectively involved in the development of the Syradasayskoye coal deposit, a flagship Russian future energy project in Russia’s arctic region, and the Port of Indiga, a major planned port facility designed to improve export capacity along the Northern Sea Route.

Pursuant to section 1(a)(i), the following entity is being designated for operating or having operated in the management consulting sector of the Russian Federation economy:

  • Arctic Energy Group Limited Liability Company is a Russian holding company with three subsidiaries involved in developing the future Syradasayskoye coal deposit in Russia’s arctic region.
    Pursuant to section 1(a)(vii), the following entities are being designated for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Arctic Energy Group Limited Liability Company, an entity whose property and interests in property are blocked:
  • Severnaya Zvezda Limited Liability Company owns the licenses to develop the Syradasayskoye coal deposit and concurrent infrastructure development managed by Arctic Energy Group Limited Liability Company.
  • Strela Limited Liability Company oversees marine operations within the scope of the Syradasayskoye coal deposit.
  • Arctic Bulker Limited Liability Company oversees marine operations within the scope of the Syradasayskoye coal deposit.

The following entities are involved in the development of the Port of Indiga, a flagship port facility under development in Russia, which is designed to expand the export capacity of Russian energy and metals from the Russia’s arctic region:

  • Akvamarin Limited Liability Company is being designated pursuant to section 1(a)(i) for operating or having operated in the management consulting sector of the Russian Federation economy. Akvamarin is a Russia-based company whose main business activity is management consulting services in support of the Port of Indiga project.
    Pursuant to section 1(a)(vii), the following entities, that are involved in the development of marine and port infrastructure for the planned Port of Indiga, are being designated for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Akvamarin Limited Liability Company, an entity whose property and interests in property are blocked:
  • New Arctic Shipping Limited Liability Company provides management consulting services for the planned Port of Indiga.
  • Direktsiya Morskoi Port Indiga Limited Liability Company provides management consulting services for the planned Port of Indiga.
  • Preobrazovatel Mash Limited Liability Company provides management consulting services for the planned Port of Indiga.
  • Universalny Morskoi Port Indiga Limited Liability Company oversees marine operations within the scope of the planned Port of Indiga.

The Department is designating one entity involved in Russia’s shipbuilding and ship repair industry. Pursuant to section 1(a)(i), the following entity is being designated for operating or having operated in the marine sector of the Russian Federation economy:

  • Open Joint Stock Company Samusskiy Sudostroitelno Sudoremontniy Zavod – a Russia-based shipbuilding and repair company that has constructed up to 10 vessels intended to facilitate logistics and cargo delivery in Russia’s arctic region.

MILITARY-RELATED PROCUREMENT AND SANCTIONS EVASION

The Department continues to target entities and individuals involved in Russia’s military-related procurement and sanctions evasion activities. Russia’s defense firms continue to leverage intermediary companies, which are often registered in third countries, to evade sanctions on restricted components. The Department is designating an international network of eight entities engaged in the procurement of engine parts and export-controlled components for the U.S. designated Special Technology Center, the Russian entity responsible for the manufacture of the Orlan drone, which is currently employed by Russia’s forces in Ukraine.

Pursuant to section 1(a)(i) the following entities are being designated for operating or having operated in the technology sector of the Russian Federation economy:

  • Limited Liability Company SMT-iLOGIC (SMT-iLOGIC) is a Russia-based technology company involved in a large-scale procurement network to obtain foreign-origin technology for the Special Technology Center’s manufacture of Orlan drones.
  • Limited Liability Company Device Consulting is a Russia-based technology company involved in a large-scale procurement network to obtain foreign technology for the Special Technology Center’s manufacture of Orlan drones.

Pursuant to section 1(a)(vi)(B), the following entity is being designated for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, SMT-iLOGIC, an entity whose property and interests in property are blocked:

  • Beijing Lucheng Weiye Technology Development Company Limited (Luchengtech) is a PRC-based entity that has shipped a range of goods to SMT-iLOGIC and Device Consulting in May, July, and August 2022, including over 200 engines used in aviation modelling, as well as data-processing and cloud-computing machines supplied by a U.S. company.
  • Beijing Xinghua Hengcheng Technology Development Company Limited is a PRC-based entity being designated pursuant to Section 1(a)(vii) for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Luchengtech.

Pursuant to section 1(a)(vi)(B), the following entity is being designated for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, Limited Liability Company Device Consulting, an entity whose property and interests in property are blocked:

  • Novo Blockchain Consultoria LDA is a Macau-based company involved in a large-scale procurement network to obtain Western technology for Special Technology Center’s Orlan drones.

The Department is designating additional entities and individuals that are part of the procurement network working to obtain technology for Special Technology Center’s Orlan drones:

  • Asia Pacific Links Limited is a Hong Kong-based company which is SMT-iLOGIC’s largest supplier of microelectronics, and has exported millions of dollars’ worth of components as part of this procurement network. Asia Pacific Links Limited is being designated pursuant to section 1(a)(vi)(B) for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, SMT-iLOGIC, an entity whose property and interests in property are blocked.
  • Anton Sergeyevich Trofimov is a Russian national being designated pursuant to section (1)(a)(iii)(C) for being or having been a leader, official, senior executive officer, or member of the board of directors of Asia Pacific Links Limited, an entity whose property and interests in property are blocked.

Pursuant to section 1(a)(vii) the following entities are being designated for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Anton Sergeyevich Trofimov, an individual whose property and interests in property are blocked:

  • 10219452 Canada Incorporated is a Canada-based company owned by Anton Sergeyevich Trofimov.
  • IPS Pacific Company Limited is a Hong Kong-based company involved in a large-scale procurement network to obtain Western technology for Special Technology Center’s Orlan drones.
  • Shenzhen Yantu Import and Export Co Ltd is a PRC-based technology company involved in a large-scale procurement network to obtain Western technology for Special Technology Center’s Orlan drones. Shenzhen Yantu Import and Export Co Ltd is being designated for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, IPS Pacific Company Limited.

Pursuant to section 1(a)(i), the following entities are being designated for operating or having operated in the technology sector of the Russian Federation economy:

  • Spetsial Electronik OOO is a Russia-registered company whose main activity is the wholesale of computers, computer peripheral equipment, and software.
  • Torgovyi Dom Promelectronika OOO is a Russia-registered entity whose main activity is the wholesale of industrial electrical equipment, machinery, and materials.
  • Obshchestvo S Ogranichennoi Otvennostyu Dom Komponentov I Oborudovaniya Elektronschik is a Russia-registered company that develops computer software.
  • Alternativa OOO is a Russia-registered company engaged in the wholesale of computers, computer peripheral products, and electrical products.
  • Limited Liability Company Scientific-Production Firm Radio-Electronic Technologies is a Russia-based company that is primarily engaged in the wholesale distribution of electronic parts and electronic communications equipment.

CONSTRAINING ROSATOM-RELATED ENTITIES

The following entity is being designated pursuant to section 1(a)(vii), for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, the Government of the Russian Federation:

  • FSUE Atomflot is a subsidiary of Rosatom that maintains a fleet of nuclear-powered icebreakers. This action aligns with sanctions previously undertaken by the European Union.

DEGRADING RUSSIA-IRAN MARITIME LOGISTICS NETWORKS

The Department is designating multiple entities that are part of a logistics network deepening ties between Russia and Iran. These designations will constrain military-related transfers between Russia and Iran as Tehran deepens its support for Moscow’s war against Ukraine.

  • Khazar Sea Shipping Lines (KSSL) is an Iranian shipping company and subsidiary of the Islamic Republic of Iran Shipping Lines. KSSL vessels have made over 60 port calls in Russia over the past year. KSSL is being designated pursuant to section 1(a)(i) for operating or having operated in the marine sector of the Russian Federation economy.
  • OOO MTU is a subsidiary of KSSL that operates at Solyanka Port. OOO MTU is being designated pursuant to section 1(a)(vii) for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, KSSL, an entity whose property and interests in property are blocked.
  • Nasim Bahr Kish is an Iranian shipping company with ties to KSSL. Nasim Bahr Kish is being designated pursuant to section 1(a)(i) for operating or having operated in the marine sector of the Russian Federation economy.
  • Grand Sea LLC is a maritime service provider in Makhachkala, Russia. Grand Sea LLC is being designated pursuant to section 1(a)(i) for operating or having operated in the marine sector of the Russian Federation economy.

METALS AND MINING

The Department is designating multiple entities and individuals pursuant to section 1(a)(i) for operating or having operated in the metals and mining sector of the Russian Federation economy. The metals and mining sector is a significant source of revenue for the Russian government.

  • Joint Stock Company Polimetall AO is the Russian Holding company for a top ten global gold producer and top five silver producer.

The Department is also designating a number of entities and individuals associated with Public Joint Stock Company Polyus (Polyus), which is the largest gold producer in Russia and a global top ten gold miner by ounces produced. Polyus and the following entities and individual below are being designated pursuant to section 1(a)(i) for operating or having operated in the metals and mining sector of the Russian Federation economy:

  • Joint Stock Company Polyus Krasnoyarsk is the parent company of most of Polyus’s assets, including all its mines.
  • Joint Stock Company Polyus Aldan is a company that mines gold and gold ores from various deposits.
  • Pavel Sergeyevich Grachev is the former General Director of Polyus.

Pursuant to section 1(a)(vii), the following entities are being designated for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Polyus, an entity whose property and interests in property are blocked:

  • Limited Liability Company Polyus Service is a business and management consulting firm that advises the other entities in Polyus’s corporate structure.
  • Limited Liability Company Polyus Management Company is a key holding company within the corporate structure of Polyus.

Pursuant to section 1(a)(iii)(C), the following individuals are being designated for being or having been leaders, officials, senior executive officers, or members of the board of directors of Polyus, an entity whose property and interests in property are blocked:

  • Aleksei Aleksandrovich Vostokov is the General Director of Polyus.
  • Vladimir Anatolevich Polin is the Senior Vice President of Operations of Polyus.

CONSTRAINING RUSSIA’S MILITARY ESTABLISHMENT

The Department is continuing to take action against Russia’s military establishment. Defense industry entities included below have been identified for their association with enhancing Russia’s weapon development efforts and related systems.

The Department is designating the following individual and entity pursuant to section 1(a)(i) for operating or having operated in the financial services sector of the Russian Federation economy:

  • Igor Albertovich Kesaev (Kesaev) is a Russian businessperson with previous investments in Russia’s arms industry. Kesaev has been previously designated by both the EU and UK.
  • Limited Liability Company Globalvoentreyding Ltd is a holding company through which Igor Albertovich Kesaev made investments in Russia’s arms industry.
    Pursuant to Section 1(a)(vii) the following entities are being designated for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Kesaev:

 

  • Limited Liability Company Merkuriy Servisez is a management consulting company owned by Kesaev.
    Limited Liability Company Femili Ofis is a management consulting company owned by Kesaev.
    Limited Liability Company FO-Menedzhment is a management consulting company owned by Kesaev.
    Limited Liability Company Iksora is a real estate company owned by Kesaev.
    Limited Liability Company IK-Menedzhment is a management consulting company owned by Kesaev.
    Limited Liability Company Trast Kong is a real estate company owned by Kesaev.
    Limited Liability Company Sanatoriy IM. M.V. Frunze is a resort company of which Kesaev is the majority shareholder.

Pursuant to section 1(a)(i), the following entities are being designated for operating or having operated in the defense and related materiel sector of the Russian Federation economy:

  • Joint Stock Company 53 Arsenal manufactures and repairs tanks for Russia’s military.
  • Joint Stock Company 60 Arsenal manufactures and repairs tanks for Russia’s military.
  • Joint Stock Company 103 Arsenal manufactures and repairs tanks for Russia’s military.
  • Joint Stock Company 116 Arsenal manufactures and repairs tanks for Russia’s military.
  • Joint Stock Company 163 Armored Repair Plant manufactures and repairs tanks for Russia’s military.
  • Joint Stock Company 195 Repair Plant of Rocket And Artillery Weapons manufactures and repairs rocket and artillery weapons systems for Russia’s military.
  • Urals Plant of Transportation Machinery Joint Stock Company manufactures weapons, ordinance, and ammunition for Russia’s military.
  • A.E. Nudelman Precision Engineering Design Bureau Joint Stock Company (KB Tochmash) manufactures air defense systems for Russia’s military.
  • Joint Stock Company Scientific Production Association Androidnaya Tekhnika is a Russian technology company which manufactures Marker unscrewed reconnaissance vehicles.

Pursuant to section 1(a)(vii), the following entity is being designated for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Joint Stock Company Scientific Production Association Androidnaya Tekhnika, an entity whose property and interests in property are blocked:

  • Limited Liability Company Tekhnopark Robototekhnika is a Russia-based subsidiary of Joint Stock Company Scientific Production Association Androidnaya Tekhnika involved in engineering.
    Pursuant to section 1(a)(i), the following entity is being designated for operating or having operated in the marine sector of the Government of the Russian Federation:
  • Limited Liability Company Rybinskaya Verf is a subsidiary of the previously designated entity, Kalashnikov Concern, and manufactures special purpose boats and hovercrafts for Russia’s military.

Pursuant to section 1(a)(i), the following entities are being designated for operating or having operated in the defense and related materiel sector of the Russian Federation economy:

  • Closed Joint Stock Company Tekhkrim is a Russian weapons, ordinance, and ammunition manufacturer.
  • Joint Stock Company Zelenodolsky Project And Design Bureau designs warships, vessels, and boats for Russia’s navy.
  • Public Joint Stock Company Scientific And Production Association Almaz Named After Academician A.A. Raspletin is an enterprise in Russia’s defense-industrial complex that engaged in the development of anti-aircraft missile systems.
  • Leading Production and Technical Enterprise Granit is an enterprise of Russia’s defense-industrial complex that engaged in the installation and maintenance of anti-aircraft missile systems.
  • Metrovagonmash Joint Stock Company is involved in the production of military equipment, including chassis affixed to Russian surface-to-air radar, weapons systems, and multiple variants of armored tracked vehicles.
  • Mytishchi Machine Building Plant is a manufacturer of, among other things, armored vehicles and has a design bureau for the development of weapons for the Russia’s military. It is a subsidiary of designated entity Kalashnikov Concern, Russia’s largest producer of small arms.
  • LLC Group 99 develops and produces in Russia special clothing and equipment for Russia’s Special Forces.
  • Rusatom Additive Technologies is the operator of at least three Additive Technology Centers (TsATs) and runs additive manufacturing projects and programs, including the supply of goods and services, for sanctioned Russian defense entitiesJoint Stock Company LOMO (LOMO) is a Russian defense company that specializes in the manufacture of optical instruments for missiles, military vehicles, artillery, and other similar platforms.

Pursuant to section 1(a)(vii), the following entities are being designated for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, LOMO:

  • Limited Liability Company Condor Trading is a subsidiary of LOMO involved in the wholesale of industrial equipment and special purpose machines.
  • Closed Joint Stock Company LOMO Lazer is a general machining company and a subsidiary of LOMO.
  • Joint Stock Company Management Company Neva is a subsidiary of LOMO specializing in real estate management and leasing.
  • Limited Liability Company Sbytovaya Energeticheskaya Kompaniya is a subsidiary of LOMO that oversees the distribution of electricity.

Pursuant to section 1(a)(vii), the following entity is being designated for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly U.S. designated Irkut Corporation Joint Stock Company (JSC Irkut Corporation):

  • Joint Stock Company Experimental Design Bureau Named After A.S. Yakovlev (Yakovlev) is over 80% owned by JSC Irkut Corporation and performs management functions for it.

CONSTRAINING PRIVATE MILITARY COMPANY (PMC) WAGNER

As PMC Wagner steps up attacks in Ukraine, we are taking additional steps to constrain its logistics and operational network. Pursuant to section 1(a)(vi)(B), the following entities are being designated for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, PMC Wagner, an entity whose property and interests in property are blocked:

  • Federal State Governmental Institution 223 Flight Unit State Airlines of the Ministry of Defense of the Russian Federation (223rd Flight Unit State Airlines) is a unit of the Russian Ministry of Defense that provides air passenger and cargo transport for the President of the Russian Federation, the Government of the Russian Federation, and the Ministry of Defense and has transported PMC Wagner personnel and equipment to countries in which PMC Wagner is known to operate. As part of this action, we will identify 37 aircraft as blocked property of 223rd Flight Unit State Airlines (please see below annex for the list of aircraft).
  • Joint Stock Company the 224th Flight Unit State Airlines (224th Flight Unit State Airlines) is a state-owned enterprise that was spun off from Russia’s Air Force to provide commercial air cargo transport services that has transported PMC Wagner personnel and equipment to countries in which PMC Wagner is known to operate. As part of this action, we have identified 41 aircraft as blocked property of 224th Flight Unit State Airlines (please see below annex for the list of aircraft).

ADVANCED TECHNOLOGY

The Department of State is taking further steps to isolate Russia’s advanced technology industries with the intent to limit the ability of several key Russian entities to contribute to Russia’s war effort.

Pursuant to section 1(a)(i), the following entities are being designated for operating or having operated in the technology sector of the Russian Federation economy:

  • Akrol Limited Liability Company is a Russia-based entity involved in the wholesale of electronic equipment and spare parts.
  • EKB-NEVA Limited Liability Company is a Russia-based supplier of electronic components, including radio components, microcircuits, connectors, resonators, diodes, capacitators, and resistors.
  • Ocean Electronics Limited Liability Company is a Russia-based company involved in the wholesale of industrial electrical equipment, machinery, apparatus and materials to manufacturers of equipment in the military, aerospace, and energy industries.
  • Neva Electronics Joint Stock Company is a Russia-based entity involved in the electronics wholesale industry.
  • LLC Forta is a Russia-based additive manufacturing company.

Pursuant to section 1(a)(i), the following entity is being designated for operating or having operated in the technology sector of the Russian Federation economy:

  • Federal State Unitary Enterprise S.V. Lebedev Institute of Synthetic Rubber is the largest Russian scientific organization focused on both fundamental and applied research in the field of rubber and rubber products.
    Pursuant to section 1(a)(i), the following entities are being designated for operating or having operated in the defense and related materiel sector of the Russian Federation economy:
  • Kazan Synthetic Rubber Plant JSC is an enterprise of Russia’s defense-industrial complex that manufactures important products for the aircraft industry, shipbuilding industry, machinery industry, and helicopter industry, and fulfills government defense contracts.
  • SC Tula Rubber Technical Articles Plant is one of the leading enterprises of the Russian Federation that manufactures industrial rubber products and whose customers include, among others, Russia’s military forces.

UNLAWFUL DEPORTATIONS/TRANSFERS OF UKRAINE’S CHILDREN

The Department is designating the following individuals involved in the systematic relocation, re-education, and adoption of Ukraine’s children. These individuals have been credibly associated with the unlawful deportation of children from Russia-occupied areas of Ukraine to Russia and/or the unlawful transfer and rehoming of Ukraine’s children within Russia-occupied areas of Ukraine. Their designation reinforces the United States’ stance on promoting accountability of those who commit these atrocities. The following individuals are being designated pursuant to section 1(a)(iii)(A) for being or having been leaders, officials, senior executive officers, or members of the board of directors of the Government of the Russian Federation.

  • Leyla Rinatovna Fazleeva is the Deputy Prime Minister of the Republic of Tatarstan who is involved in the planning, budgeting, and oversight of child re-education camps in the Republic of Tatarstan.
  • Kseniya Vladimirovna Mishonova is the Commissioner of Children’s Rights in the Moscow Region of the Russian Federation who is part of a network of senior Russian Federation leadership involved in the systematic relocation, re-education, and adoption of Ukraine’s children.
  • Rinat Nailyevich Sadykov is the Minister of Youth Affairs of the Republic of Tatarstan who is responsible for the oversight of re-education camps for Ukraine’s children in the region.
  • Tatyana Nikolaevna Moskalkova is the Commissioner for Human Rights of the Russian Federation.

Pursuant to section 1(a)(i)(F), the following individuals are being designated for being complicit in, or having directly or indirectly engaged or attempted to engage in, activities that undermine the peace, security, political stability, or territorial integrity of the United States, its allies, or its partners, for or on behalf of, or for the benefit of, directly or indirectly, the Government of the Russian Federation:

  • Darya Vasilevna Morozova is the “Human Rights Ombudsman” of the so-called Donetsk People’s Republic (DNR).
  • Vitaly Alexandrovich Suk is the director of the Oleshky Children’s Boarding House in the Kherson region of Ukraine who participated in the relocation of children from the Oleshky Children’s Boarding House to Russia-occupied Crimea.
  • Eleonora Mikhailovna Fedorenko is an “Advisor on Children’s Rights” to the head of the so-called DNR who accompanied 27 orphans from Ukraine to a train station near Moscow to facilitate their adoption by families in Russia.
  • Sergey Sergeevich Kravtsov is the Minister of Education of the Russian Federation who announced that Ukrainian schools on Russia-occupied territories would transition to Russian Federation education standards.

RUSSIAN GOVERNMENT OFFICIALS, ELITES, AND ASSOCIATES

The Department is taking further action against Russian officials, elites, and their associated entities who are continuing to support Russia’s war effort. The Department is designating the following Russian Federation government officials pursuant to section 1(a)(iii)(A) for being or having been leaders, officials, senior executive officers, or members of the board of directors of the Government of the Russian Federation:

  • Viktoriya Valeriyevna Abramchenko is a Deputy Prime Minister of the Russian Federation.
  • Igor Yevgenyevich Levitin is an aide to the President of the Russian Federation.
  • Larisa Igorevna Brycheva is an aide to the President of the Russian Federation.
  • Dmitriy Vladislavovich Shalkov is an aide to the President of the Russian Federation and the Head of the Presidential Control Directorate.
  • Aleksandr Vladimirovich Konovalov is a Presidential Plenipotentiary Envoy of the President of the Russian Federation.

Pursuant to section 1(a)(i), the following entity and individual are being designated for operating or having operated in the financial services sector of the Russian Federation economy:

  • Limited Liability Company Voskhod Management Company is an entity that manages a venture capital fund established by U.S.-designated Interros.
  • Ruslan Eduardovich Sarkisov (Sarkisov) is the general director of the Voskhod Management Company.
  • Limited Liability Company Voskhod Digital, a management consulting company owned by Sarkisov, is being designated pursuant to section 1(a)(vii) for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Sarkisov. Limited Liability Company Voskhod Digital is a management consulting company owned by Sarkisov.
  • Hanley Limited, the entity that owns U.S. designated Alisher Usmanov’s North London Beechwood House estate, is being designated pursuant to section 1(a)(vii) for being owned or controlled by, or for acting or purporting to act for or on behalf of, directly or indirectly, Pomerol Capital SA, an entity whose property and interests in property are blocked.
  • Sergey Gennadevich Malyshev (Malyshev), the Chief Financial Officer and Senior Vice President of Norilsk Nickel, is being designated pursuant to section 1(a)(i) for operating or having operated in the metals and mining sector of the Russian Federation economy. The designation of Malyshev does not result in the blocking of Norilsk Nickel.

KREMLIN-INSTALLED PUPPET AUTHORITIES IN RUSSIA-OCCUPIED PARTS OF UKRAINE

Pursuant to section 1(a)(ii)(F), the following individuals and entities are being designated for being complicit in, or having directly or indirectly engaged or attempted to engage in, activities that undermine the peace, security, political stability, or territorial integrity of the United States, its allies, or its partners, for or on behalf of, or for the benefit of, directly or indirectly, the Government of the Russian Federation:

  • Vadim Viktorovich Ilmiyev is the Russia-appointed “Minister of Health” of the military-civilian administration in the Kherson region.
  • Andrey Aleksandrovich Zhidkov is the Russia-appointed “Minister of Internal Affairs” of the city of Melitopol and the Melitopol district.
  • Oleh Valeriovych Morhun is the Russia-appointed “mayor” of Mariupol.

GRAIN THEFT

Russian state-owned and private enterprises continue to engage in the systematic theft of Ukraine’s resources, to include grain. The Department is designating a network of Russian entities that use shell companies, falsified documents, and maritime evasion techniques to obfuscate the Ukrainian origin of grain exports and falsely label them as originating from Russia:

  • Limited Liability Company Geos is being designated pursuant to section 1(a)(vii) for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Igor Vladimirovich Pozhidaev, a person whose property and interests in property are blocked. Limited Liability Company Geos is involved in a grain-theft network involving U.S.-designated State Grain Operator. In support of this grain theft network, Limited Liability Company Geos purchases stolen Ukrainian wheat from State Grain Operator and then issues a series of falsified documents to conceal the origin of the cargo from would be second-hand buyers.
  • Igor Vladimirovich Pozhidaev is being designated pursuant section 1(a)(i) for operating or having operated in the marine sector of the Russian Federation economy. Igor Vladimirovich Pozhidaev is the CEO and owner of Limited Liability Company Geos.
  • Limited Liability Company SSK Port (SSK Port) is being designated pursuant to section 1(a)(i) for operating or having operated in the marine sector of the Russian Federation economy. SSK Port is a company owned by Pozhidaev.

The Department is designating the registered owner and shipping manager of the PAWELL, a Syrian-flagged general cargo vessel that was used to transport stolen grain. The PAWELL routinely engages in maritime evasion techniques, to include disabling the vessel’s onboard automatic identification system (AIS) in order to conceal its location and the origin of its cargo. The following entities are being designated pursuant to section 1(a)(i) for operating or having operated in the marine sector of Russian Federation economy:

  • Limited Liability Company Rostshipservice is a Russian shipping company that serves as the ship manager of the PAWELL.
  • Pawell Shipping Co LLP is a Russian shipping company that serves as the registered owner of the PAWELL.
    The following vessel is being identified as blocked property in which Pawell Shipping Co LLP has an interest:

PAWELL is a general cargo vessel engaged in the transport of stolen Ukrainian grain. The PAWELL has been detained six times since 2020 for a series of international safety management (ISM)-related deficiencies.

SANCTIONS IMPLICATIONS

  • As a result of these actions taken pursuant to E.O. 14024, all property and interests in property of the persons above that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC. In addition, any entities that are owned, directly or indirectly, 50 percent or more by one or more blocked persons are also blocked.
  • All transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated or blocked persons are prohibited unless authorized by a general or specific license issued by OFAC, or exempt. These prohibitions include the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any blocked person and the receipt of any contribution or provision of funds, goods, or services from any such person.
