DNV GL offered some 60 maritime customers and stakeholders a look ahead at the implications of the European Monitoring and Reporting Scheme (MRV) recently. Held in Limassol, Cyprus, at the invitation of the Cyprus Department of Merchant Shipping, the briefing examined the new regulations, which entered into force on 1st July 2015 and will become fully effective on the 1st of January 2018. They require shipowners and operators to annually monitor, report and verify CO2 emissions for vessels equal to or larger than 5,000 GT, which call at any EU port. The results will be published and will create a new kind of benchmarking system for sustainability.
“This was an excellent opportunity to talk with customers and stakeholders about these new regulations. There were many questions from participants regarding the implementation, monitoring methods and verification processes. The briefing let us understand where there are uncertainties and try to resolve them, while also gathering valuable feedback on what we can do to help our customers make sure they are well prepared for the future,” explains Torsten Mundt, Principal Engineer Environmental Research at DNV GL – Maritime. He stressed that it is important that shipping companies take the first steps ahead of time, as they will need to prepare a monitoring plan for each of their ships that falls under the jurisdiction of the regulation by the 31st of August 2017 at the latest. Shipowners will have to monitor and report the verified amount of CO2 emitted by their vessels on voyages to, from and between EU ports and will also be required to provide information such as fuel consumption, cargo loads and energy efficiency parameters. Data collection will start on a per voyage basis from the 1st of January 2018.
Once the data is verified by a third party organization and sent to a central database, presumably managed by the European Maritime Safety Agency (EMSA), the aggregated ship emission and efficiency data will be published by the European Commission by 30th of June 2019 and then every consecutive year.
