Captain Ian Finley To Receive Prestigious International Maritime Prize For 2023
Captain Ian Finley, Cook Island’s Permanent Representative to the International Maritime Organization (IMO), has been chosen to receive the prestigious International Maritime Prize for 2023.
The IMO Council decided during its 132nd session, held from July 8 to 12, 2024.
Since 1995, Captain Finley, chosen by the Cook Islands government, has played a critical role in developing IMO safety, environmental and legal laws.
The nominating statement emphasized his work and dedication to the maritime industry, particularly his support for Small Island Developing States (SIDS).
The Cook Islands government recognized Captain Finley’s commitment to diplomatic conferences, efforts to establish a consensus, and support for seafarers’ training, safety, and well-being.
Captain Finley, an ex-mariner with a deep understanding of maritime challenges, has also promoted increased technical cooperation and capacity building for SIDS.
Captain Finley began his maritime career in 1961 as a Midshipman with Alfred Holts, the Blue Funnel Line, sailing from the Port of Liverpool, United Kingdom.
Finley then worked for the Athel Line, becoming Captain in the chemical/parcel tanker industry.
After returning ashore in 1982, he worked in ship operations, chartering and senior management.
Finley joined the International Parcel Tankers Association as a founding member in 1987.
Captain Finley served as an advisor to Panama’s delegation in the early 1990s before becoming head of delegation in 2006.
He then led the Cook Islands to IMO membership in 2008 and was appointed permanent representative.
Finley has been crucial in promoting the Small Island Developing States and supporting their involvement on IMO technical committees.
Captain Finley also represents the Cook Islands in several international organizations, including the International Mobile Satellite Organization (IMSO), the International Oil Pollution Compensation Funds (IOPC), and the Organization for the Prohibition of Chemical Weapons.
Finley served as a Governor of the World Maritime University (WMU) since 2016 and was also awarded an Honorary Fellowship by the university in 2023.
Additionally, he received the United States Coast Guard’s Distinguished Public Service Award in 2023.
The International Maritime Organization annually awards the International Maritime Prize to individuals or organizations who have substantially contributed to the organization’s objectives and operations.
The prize consists of a dolphin sculpture and a monetary incentive upon submission of an academic paper related to the IMO’s objectives.
Captain Finley will receive the honor at an awards ceremony later in 2024.
