Somalia Offers US Exclusive Control Over Key Ports, But Somaliland Rejects

Africa’s easternmost country Somalia, has proposed to give the United States exclusive control over key ports and airbases. However, Somaliland has strongly opposed the offer, stating that Somalia has no authority over its territory.
The proposal was leaked through a letter written by Somali President Hassan Sheikh Mohamud and addressed to US President Donald Trump. The letter dated March 16, offers the US control over the Balidogle and Berbera airbases, along with the ports of Berbera and Bosaso.
The letter describes these locations as strategically important assets that could strengthen America’s military and logistical presence in the region.
The Berbera and Bosaso ports have consistently drawn international attention due to their strategic location near the entrance of the Red Sea.
The US currently operates a naval base in Djibouti, whose lease runs until 2034 with an option for a ten-year extension. If the US accepts Somalia’s offer, it will expand its presence in the Gulf of Aden.
The offer has triggered strong opposition from Somaliland, which has functioned as a self-declared independent state since 1991.
Somaliland’s President Abdirahman Irro dismissed Somalia’s proposal, stating that the federal government in Mogadishu has no jurisdiction over Somaliland’s territory.
He said that Somaliland’s leadership remains with its own people.
Similarly, Somaliland’s Foreign Affairs Minister Abdirahman Dahir Aden criticised the move as a desperate attempt to block Somaliland’s recognition.
He suggested that the US already understands who it should engage with regarding Berbera’s port, which is operated by UAE-based DP World.
The minister also expressed confidence that Somaliland would soon receive formal recognition, despite Somalia’s efforts to prevent it.
Mogadishu’s offer also includes the port of Bosaso, which is located in Puntland, a semi-autonomous region of Somalia.
Puntland’s leadership has not publicly commented on the deal, but reports suggest that the move may strain its relations with the Somali government, particularly if the offer was made without consultation.
Meanwhile, Washington has started initial negotiations with Somaliland about a deal to recognise it as a sovereign state in return for permission to set up a military base close to the Port of Berbera.
In December Somalia signed a $600,000 contract with a Washington-based lobbying firm to help strengthen its relations with the US.
The federal structure of Somalia may also complicate the offer. If Puntland rejects the proposal, it could escalate political tensions between the regional state and Mogadishu.
Meanwhile, US forces already have a presence at the Balidogle airbase, training Somali troops in counterterrorism operations against the militant group Al-Shabab.
Somalia and Somaliland have had past disputes over ports. Last year, Ethiopia’s agreement with Somaliland to develop a maritime trade route escalated tensions, with Somalia calling the deal an act of aggression. Turkey later intervened to mediate the conflict.
