Singapore To Conduct Sea-Based LNG Refueling Trials In Late 2025

The Maritime and Port Authority of Singapore (MPA) is planning to begin trials for sea-based LNG refuelling in the second half of 2025.

MPA had earlier issued an Expression of Interest (EOI) to explore ways to scale up LNG supply in the Port of Singapore.

It received 14 detailed proposals from 18 participating companies, including energy firms, bunker operators, fuel traders, and storage providers.

These submissions showed strong industry interest in supporting offshore LNG refuelling, which would complement Singapore’s existing onshore infrastructure.

Out of the 14 proposals, eight also included bio-methane and e-methane solutions—two alternative fuels known for their lower lifecycle greenhouse gas emissions.

These cleaner fuels are being considered to give international vessel operators more sustainable energy choices as part of their decarbonisation journey.

MPA stated that it will collaborate with shortlisted companies to carry out the sea-based LNG reloading trials.

These trials will assess several factors, including the scalability of operations, technical workability, safety standards, and how prepared the systems are for real-world use.

In addition, the trials will include testing digital connectivity systems and implementing solutions to minimise methane slip, and unintended methane emissions during bunkering.

Insights and learnings from both the EOI submissions and the upcoming trials will be used to review and potentially improve the current LNG bunkering licensing framework in Singapore.

This includes making changes to existing supply arrangements to better meet the growing demands of international shipping fleets.

MPA also plans to invite applications for additional bunkering licences by early 2026. These will not only cover LNG but also include licences for bio-methane and e-methane.

According to MPA, these initiatives align with global climate goals and contribute to the emission reduction discussions taking place at the International Maritime Organization (IMO).
